Migration to Australia

I have an idea to migrate to Australia but I am new to these field. I
(age 36 years) have an IT engineering degree and can be assessed through
ACS. So I would like to know the best and fastet way to get Australian
visa in skilled catogory. Also please let me know whether I need to do
IELTS exam. Is there any exception if I did my degree in English medium.

I reckon you should check out General Skilled Migration Booklet
6.....it, and this formum site, should hold all of the answers.

But it sounds like you could have a good chance if you have sufficient
IT skills..

If you have an IT degree and enough experience, you have a chance. If
you studied for your degree in English, then you shouldn't need to do an
IELTS test.

Have a look at www.acs.org.au and www.immi.gov.au (find Booklet 6 here
as a starting point).
