I am trying to keep calm and wait patiently...
I emailed my CO yesterday asking what should we do now. I am worried
only because my current visa expires in 2 months, which means if I dont
get the visa I will have to leave the country, hubby has to give up the
job, etc. It is so stressing, but I am sure God is on our side and soon
this agony will be over...

Hi Rose,
They're supposed to invite you to pay the fee when the application is
converted from a subclass 134 skill matching application to a subclass
137 STNI visa. The reason is that the fee isn't payable until you
actually qualify for the 137. So keep that money somewhere safe...
Your timing looks borderline, hope you've got an efficient case officer
who's not on holidays, etc :-)

Thanks a lot for your explanation George.
I am praying everyday that we really have an efficient CO. I have
already emailed her to let her know that our situation is very
"particular" and that in case our visa does not come until the end of
July, my husband has to give up the job and we will need to leave the
country. I am hopping that she takes it into consideration and grants
our visa before July. Also, our circunstances are quite favorable: hubby
has a job in an area that is in demand in Vic, we have been living here
for 3 years now, we both have qualifications and English skills, so I am
really hoping she analyses all that and go through our process quickly,
otherwise, it is going to cost us a lot of money and work. Anyway, I did
what could, but is on God's hand now.

George, I was thinking about what you said: they will wait until I
qualify for 137 STNI. This means that I will need to have 1 year of work
experience, which is in June. So, they will only be able to access my
application under STNI in June, is that right?? If so, my Jesus Christ,
it is going to be hard, as I need this visa by the end of July...

No, I mean that you apply for a skill matching visa and they wait for
the state nomination before approving you.

The subclass 134 and 137 visas are part of a different visa class, so if
they are doing this they are not supposed to.
The Migration Regulations state that someone who applies for the 134
visa can only be assessed for this visa subclass, which is of course a
permanent visa in itself.
Because of the different work experience and English requirements, some
people who qualify for 134 may not qualify for 137.

Hi Jeremy,
I'm just quoting an Adelaide case officer on the last time we saw this
happen; and I think an earlier case you were involved in used the same
mechanism, but of course by applying for skill matching Rose qualifies
for the 134 requirements.
