CAN MY WIFE & KIDS GO OVER WHILE I WAIT FOR VISA?

The wait is driving us crazy, given up calling CO now especially having
been told I call too much. The thing is we have been told to expect
something in two weeks time (twice)  now and the weeks come and go
without receiving a thing.

We are living with my mum and although she has done everything to make
our lives comfortable, it is becoming a struggle for my wife.

I am expecting my ENS visa imminently, we have kids and also have a
vacant rental over in Oz.I know mad, but we wanted to have a base from
day one near a particular school my daughter will be going to and
rentals are few and far between in that area.

My question is what prevents my wife & kids going over on an ETA,
getting kids settled in their schools staying in our rental while I wait
here until the visa comes through?

I understand that in order to get the visa we need to be out of the
country as we are off-shore applicants, but what is stopping my wife and
kids getting the nod when I hear and for them to fly to Bali meet up
with me and then fly back in to OZ.

If anyone has any better Ideas I would also like to hear.

The kids wouldn't be able to go to school on a ETA visa.
