See: http://www.immi.gov.au/visitors/tourist/676/index.htm

If you hold a valid passport from another country as well, you might
want to take a look at this to see if you're eligible for an ETA:

You need to fill form 48
you need a bank statement showing that you have enough money to
support your visit, and this bank account should not be a new one.
you also need an invitation letter from the person you are going to
visit. this letter should states that you are going to visit australia
from date x to date y, and should be signed by the one inviting you
with contact details included.
you also need a letter from your work or university or both (stating
that you have a vacation, this letter shows that you have reasons to
go back to your country and that you have no intention to stay in
Australia after your visa expires)
the cost of the visa is approx 50USD. and everything needs to be
translated to english by a sworn translator.
