Apply for PR when in Canada

Hi,

I am going to canada to do my MBA for 2 years, and will like to apply
for PR as well. As I understand, I cannot apply from a Canada Office
but need to apply from a foreign office.

Q 1) Should I apply from India ( my home country ) or Buffalo (USA - If
asked for an interview, i can travel to Buffalo).

Q 2) If I go for option 2, is it easy to get a temporary visa to US for
this purpoese?

Q 3) Also, I have worked in both US and canada for more than 6 months.
Do I need to apply for Police check from both. I read somewhere that I
need police check from these countries, only if the Visa officer asks
for it.

1.  If you are admitted to Canada for at least 1 year, you can apply to
Buffalo or Delhi.
2.  The US will not usually give a visa for a Canadian Immigration
interview.
3.  Read the instructions, you have to supply fingerprint checks from EVERY
country where you have lived for 6 months or more.
