Hi,
Would a Canadian have any problems returning to Canada during the month
that the passport is expiring? For example, if the passport is due to
expire Feb. 2006 and someone returns Feb. 16, 2006 - could this cause a
problem even if the person returning has a birth certificate (a new
version since original was lost long ago), as well a social security
card?
Would it matter how long the person has been out of the country?

This would not be a problem once it was established that the holder was a
Canadian citizen.

However if the passport is expired, an airline may not allow the person to
board a Canada bound flight.
Why not get a new Canadian passport from the nearest Canadian diplomatic
mission?

You've left this very late to resolve.
I'm pretty certain JAJ is correct.
If you simply show up at Airport with expired passport
airline won't transport you.
You need to contact Canadian Embassy/Consulate in country of
departure nd get WRITTEN confirmation that you will be
admitted.
