Can I apply for the immigration in Canada? How long will it need usually?

I have an opportunity to be a visiting scholar in Canada for two years.
I would like to apply for the immigration when I go there because I
heard that it needs less time if a person applies in Canada. I know in
my country it needs about 3 years. I would like to know which
department I can apply for and how long it really needs. If  anyone
could  provide a website about it, I would be grateful.

You can't apply in Canada, if you are admitted for  1 year, then you could
apply to Buffalo, but ensure you have a US visa in case you have to attend
