as you said
you should spend 1 year before you can apply within canada ( Buffalo
office) , there is news about new law that will allow work permit
holders and student permit to apply from within canada and the
applcation will be fully processed inside
it's still news , serious news :)

Wrong, you have to be "admitted" for 1 year to Canada to apply in Buffalo.
Here is what www.cic.gc.ca says
"Applicants for Permanent Residence
You must apply in your country of residence, your country of nationality or
the country where you have been legally admitted for at least one year."
So if the poster was admitted for 1 year to Canada, he could apply the next
day to Buffalo, but keep in mind the process is going to take between 19 &
43 months and is getting longer. Also you would have ensure that you have a
US visa if you have to attend an interview and the US will not usually issue
a visitor visa to attend interview.

Read the reply, if you are issued a work permit for 1 year, you can
immediately apply, you don't have to wait for a year.
