Dear experts!

I got my IA w/out interview in December 2005. And there were some
additional documents required including police certificate from my
country.

I didn't receive the police certificate from my country yet. I have to
submit my all documents until March 3rd ,2006. What's your
recommendation in this situation?
Do I have to submit all documents w/out the police certificate? or
should I wait to receive
the police certificate regardless of expiration date and then submit
all documents with police certificate to Buffalo after March 3rd?
