I have a work permit in canada, and previeos experience of work in
canada, So is it mandatory to pass ILETS or other language test as a
document for PR application.
also,They asking for document of educational certificate from the
University:
· Transcripts: original transcripts of all degrees must be submitted
in university sealed
envelopes.
but my University doesn't give this type of documents. what can I do?

If your first language is not english or french then a suitable languge test
has usually got to be supplied.
AFAIK all "reputable" university give transcripts (providing the course was
completed)
