Can non canadians start a company in canada

I live in BC and have been a resident with a work visa for a number of
years.  I'm applying to be a permanent resident, but would like to
start my own business before that process is complete.  Is it possible
to start a company in canada in this situation?

You can start the company, but without a specific work permit for the
company, you can't work in it.

Just wondering, in this case, whether the effort to start a
company will be considered as "work"?

Another thing for the poster if he intent to start a corporation
is to find out whether there is a requirement that a percentage
of the directors of the corporation need to be Canadian.
