I think the question is "Will the visa office process my
application."
AFAIK the answer is yes. To be able to claim a country is your
temporary residence, you need to legally admitted in that
country for at least 1 year. Its mean that the time you've been
in that country legally until the moment of applying, plus the
time your current status will allow you to stay in the country,
is 1 year. Certainly you have enough.

AFAIK they will not talk to you unless they call you for
interview. You don't need to mention the student visa extension.
They don't care whether you can stay in the country long enough
to wait the application finished. If you happen to be outside
the country and cannot reenter the country when they asked you
to, then it is your loss.
