I mailed a letter to Canadian Cosulate in Los Angeles requesting ROLF
refund six month ago, and sent faxes asking for refund status. I have
not heard any news regarding my case.
When I mailed the ROLF refund letter, I did not enclose the landing
paper and my original passport (with one entry visa to Canada) because
both landing paper and visa are expired when I mailed the letter.
My question is:
1. Do I have to submit the expired landing paper and my original
passport with the expired visa to get the refund from now? Can I just
keep waiting for the reply?
2.How long does the refund process take in worst case? I have been
waiting for six months.

AFAIK you were supposed to send landing paper, etc. without which they would
not process a refund.
I am pretty sure it does tell you what to send back.
All I can suggest is that you send in a new request WITH the unused
paperwork etc.

Yes you should have submitted COPR even though it was expired.
