Changing visitor visa to Student visa

Hi

One of my friend (originally from India) is on a trip to canada on
Visitor visa. Now he is thinking of continuing his studies here and
wants to apply for student visa.

Would CIC process his application here in canada? what is the
procedure?

No, he has to apply outside Canada, see www.cic.gc.ca and look under study.

No he has to apply in his visa post or in another country that he has
been legally admitted for one year. See Regulation 11 paragraph (2)

I could be wrong here but from what I understand, your friend can apply
for a study permit (which is essentially a change of status) while he
is in Canada. Experts, please correct me if I am wrong here.

Thanks for your replies. From experts opinion, it seems like my friend
has to apply from outside of canada.

If you could guide me on how to read regulation 11(2) in detail (From
which book??), it would be appreciated very much.

Its american to canada but it give you the basic stuff

11. (1) An application for a permanent resident visa — other than an
       application for a permanent resident visa made under Part 8 —
       must be made to the immigration office that serves

(a) the country where the applicant is residing, if the applicant has
   been lawfully admitted to that country for a period of at least
   one year; or

(b) the applicant's country of nationality or, if the applicant is
   stateless, their country of habitual residence other than a country
   in which they are residing without having been lawfully admitted.

Hope this helps. Go to the left side of www.cic.gc.ca and click on act
and regualtions then regu;ations and find this section:D :D :D

I forgot subsection 2 which relates to you.

(2) An application for a temporary resident visa — or an application
   for a work permit or study permit that under these Regulations must
   be made outside of Canada — must be made to an immigration office
   that serves as an immigration office for processing the type of
   application made and that serves, for the purpose of the
   application,

(a) the country in which the applicant is present and has been lawfully
   admitted; or

(b) the applicant's country of nationality or, if the applicant is
   stateless, their country of habitual residence other than a country
   in which they are residing without having been lawfully admit
