Got letter from LA consulate

My timeline so far:

Applied: Jun 28, 2005
AOR: Jul 15, 2005
Sent IELTS results: Aug, 2005
Sent new passport info: Oct, 2005
Sent FBI clearance certificate: Jun 15, 2006
File transferred to LA: July 20, 2006
Initial assessement letter: Aug 23, 2006

No interview is required, but they are asking me to send the FBI
clearance certificate again along with medical results. I had already
sent it to them a couple of months back. Does anybody know why I need
to submit this again?

FBI clearance certificate is usually valid for 6months.

It may have expired.  I would send it again. FBI is very good about
getting back asap ( i was pleasantly surprised when I got mine within 3
weeks) if you mention you want it for Canada.  Write to them directly
requesting for the fingerprinting card and they send you this
additional sheet which has a section where it says if you need urgently
explain why etc etc...and please also indicate on front of envelope why
you need or you need it urgently etc etc...

I got back another mail from the LA consulate saying that my police
certificates were being forwarded from the Buffalo office. So I don't
have to send them again.
