Unfortunately it looks like you are out of luck and will have to go to
Canada by yourself, settle and then sponsor your spouse. I do not have any
details of your situation so that is the best answer I can give.

It should have been obvious that a visitor is someone who visits for a
temporary period of time. One wishing to beat thee system by not
sponsoring their partner abroad as the IRPA is designed to do risks
getting refused.
PR are suppose to be residents and if you enter depending on your
spouses visa post it should only be four-six months.

As a PR, you are supposed to live in Canada and establish residency.
There is a 2 year residency requirement over a 5 year period to
maintain your PR status. Canadian citizens can sponsor their spouse
living outside Canada but same doesn;t apply to PR for some reason. You
need to live in Canada and show your income before you can sponsor your
spouse.
As for her visitor visa being rejected - one of the condition of
issuing visitor visa is that the visitor will leave Canada on or before
the date the visa expires. Since there is a tie for her in Canada as
you are a PR, immigration sensed that she will not return.
Basically what they want you to do is to stay in Canada yourself and
sponsor your wife. Hope that helps.

Thanks for your help and reply. I have few further question-
1. Should I apply first for her sponsorship application without
applying for immigration
2. Can I reapply for for Visitor visa once sponsorship application is
approved.
I read news article at CIC web site
http://www.cic.gc.ca/english/sponsor/faq-spouse.html about unifying
family member untill case has been decided. What is this about?
