I am a H4 holder in USA want to work in canada as a s/w consultant can anyone tell me the procedure.

Not enough info that speaks about your educational and professional
background, but I think you can apply under skilled worker class. You
can get some info on the site below and see if you qualify.

Find a potential employer then check the site www.cic.gc.ca and click
on To Work and then the link that will go to whether or not your
occupation requires Human Resouces Service Canada  approval which
basically means your employer may be allowed to hire a foreign worker
aka you.
