I lived in Montreal 10 years ago as refugee claimant with my wife and
daughter. After 14 months living there I had to get back to my country
because of family problems of which I informed Immmigration Goverment
through a letter when leaving. My second daughter is a Canadian
Citizen. Now I want to go back to Canada as Skilled Worker. How all
this previous situation would impact my new application ? Do I have any
chance of getting back to work and live with my wife and three
daughters ?

I applied through Skilled Immigrant route in Dec 2001 and was rejected
due to the new pass marks. Then when they lowered the pass mark to 67
in 2003 I applied again. In the application form where it asked if I
have applied before I said Yes. And the second time I was accepted. So
as far as I can see the previous conditions does not matter as long as
you meet the criteria.  This is only based on my experince.
