what grade should i get in IELTS to get 16/16

hi
i know that the highest score in the IELTS test is 9
so do i have to get 9\9 in all skills or how exactly is it counted?

my other question is when will they ask me for my test results?
is it in the final stages or in the beginning

page 17.
2.  If you are applying at Buffalo, should be sent with application, if
applying under SAP it will have to be submitted when documents are
requested.

The help u are providing to all of us is amazing.
I am applying under SAP to London office . so according to the info on
CIC site that they will ask for my documents 4 month before the time
that they will start processing my file. so according to the wait time
in London that will be at least after a year and a half if not more
than 3 years.
am i right or did i misunderstand .

Could even be longer with the amount of applications.
