If you are applying at Buffalo, should be sent with application, if applying under SAP it will have to be submitted when documents are requested. I am applying under SAP to London office . so according to the info on CIC site that they will ask for my documents 4 month before the time that they will start processing my file. so according to the wait time in London that will be at least after a year and a half if not more than 3 years. am i right or did i misunderstand .
