months ago. Today I received a letter saying to take the IELTS
language test within 90 days. Isn't it strange. Please comment.

Not in the context of reading the first line of your post.
Seriously though my lawyers advised me to take the IELTS test, despite being
born & bred in the UK with English as my mother tongue, as they did for
another Brit who took his tests on the same day as me to boost the number of
points on my application.
Ultimately anyone can fill in a form for themselves or on anothers behalf,
for whatever reason they have decided that they would like you to get the
testing done, so go with it.

It is not at all unusual for persons whose mother tongue is not English and
who need the full points to pass selection.

How do you know it is "enough"?

No. AFAIK if English (as spoken in Canada) is not the
applicant's native tongue, Visa Office will always request
language test (IELTS in this case). You can refuse to give the
score or just give more documents, but then the visa officer can
give whatever language score to you, as long as it is not full
score. AFAIK it is almost impossible for that applicant to get
full score in language unless he/she provide IELTS score that
warrant full score in language.

No its not. If you look at the immigration assesment kit it already
mentions that you might have to to IELTS. These days they are pretty much
having all those applications seeking to get immigration based on 67 points
take it.
Invest $400,000 and you have to take no tests at all.
