Why are sponsorship processing times so different in the same visa     office?

I am curious as to why application processing times to sponsor a
parent are so different even within the same Visa office? e.g., CIC's
website [1] suggests that in Islamabad, Pakistan, 30% of such cases
are finalized within 12 months. However, some 20% of cases take more
than 38 months! Why is there such a huge disparity amongst the
processing times? Are those excessive delays primarily in the cases
where the applicants show extreme tardiness and/or negligence with
their paperwork?

I would appreciate any insights people can share.

They get delayed  differently  due to various reasons.

1) Need for further information from applicant

2) Background check

3) They do spot checks of the experience etc for some applications
they feel doubtful

4) Security check varies.

5) Applicant themselves reply to queries at diffeent rates

6) Some get interview waiver while others do not.

The first 30% contain a great number of the refusals.
