Landed immigrant moving to another province?

Hi, I landed in 2005 in Toronto (skilled worker) and left one week
afterwards.  Now I would like to move to another city/province
(Edmonton/Alberta) when I return to Canada (which should happen next
month).

Question: do I have to do some paperwork in Toronto first, since I
landed there first three years ago? In other words, do I have to be
present physically in Toronto in order to settle some paperwork, or
can I just fly to Edmonton and do all the necessary paperwork from
there? By "papework" I refer to things like getting an ID, health
insurance, and so on.

The same, related question concerns the bank account that I opened in
2005 in a TD branch in Toronto -- can I close this account from
Edmonton?

As a PR, you have the right to move anywhere in Canada as you
wish. Especially since you applied not under a provinvial
category, so you don't have any obligation to any particular
province.

No, you don't need it for any immigration issue, or AFAIK any
federal or provincial government paperwork.

Keep in mind that all those things are not a requirement for you
to live in a province, in the contrary, you live in a province
so you become eligible for all those things.

This actually a good question. If when you left Ontario, you did
the arrangement with the bank to manage your account remotely,
then it is pretty good chance you can do it easily. Otherwise,
AFAIK it will up to each branch manager to allow you to do that.
Canada Banks are really antiquated, they are not fully
centralized. Eventhough they do have branches in Edmonton, there
are still some stuff you can only do in the branch you open your
account in. Call the branch and find out.
