Medicals requested but interview is not - what does this mean?

Hello

We are sponsoring my mother-in-law and sent the applications to
Buffalo.
Recently we received the medical forms but no interview was
requested.
Does this mean that once medicals are completed she is going to get a
visa or can they still ask her to go for the interview?

The reason I am asking is that my friend told me she is 100% positive
that if the medicals are issued and interview is not mentioned this
means that they just are waiting for the medical results to finalize
the application.

Yes. That is normal. Only small number of applicants need
interview.

Medical request means the selection process is completed, the
applicant considered fulfill the criteria of the particular PR
application category. What's left is medical check (obviously)
and probably background security check. If both Ok, then she
will get passport request (for visa stamping).
