All WPs are restricted to one employer with the exception of those given to
spouses or minor dependents of WP or SP holders. Your application is
apparently in process now I would say s0 if they need any documents they
will contact you when they are ready. They need to cash cheques anyway
rather than lose them in the file somehow.

What class / category you applied under? If you applied under
Provincial Nominee Program (PNP), your processing will completed
soon! Recent timeline of PNP processing in Buffalo have median
of 6 months:

If you appled under Skilled Worker, what are you doing not
applying under PNP?

No. AFAIK that means the primary forms are there, filled, and
signed. The fee is taken by a clerk, who have no idea what
documentation is actually needed. Later it will get to an
officer and if the officer figures that more documentation is
needed, he/she will stop processing and send you request for
more information, delaying your applicatioon several months.
Also if the new rule happen to affect your application, IMHO
your application can still be returned and your fee refunded.

If you applied under PNP, AFAIK the new rule doesn't apply.
If you applied under Skilled Worker (why?), it is good question,
since the fact that you indeed work in Canada under work permit
should validate that your skill is needed.
