Sponsor wife w/o FBI clearance

I am a Canadian citizen living in Canada.
I recently got married in India & will soon submit the application to
sponsor my wife.
My wife lived in US for 7 months in 2004. Her FBI Clearance
certificate is needed.
It takes a while to get that document from FBI.
Can I submit the sponsorship application now to Case Processing Center
Mississauga without FBI Clearance? I will mail them the FBI document
at a later date when I comes.

Is this part-by-part application acceptable?
Will that delay / disqualify the application?

Submit all at once.  That is how the program is designed.
