I have a question for this message that i took from the CIC form
guides:

Proof of Language Proficiency
At time of submission of your application to a Visa Office, you will
need to:

Submit language test results from a designated testing agency or
•
Establish your proficiency through a written explanation and
supporting documentation.
CIC strongly advises that you provide the results of a language test
if English or French is not your first language. Written submissions
are only recommended for applicants whose first language is English or
French.

Is my test a result expires? Example, IELTS. If i submitted IELTS, is
it a guarantee that I will not take the language proficiency (writing,
Listening, ORAL) that are conducted in the embassy during the
interview?
English is not my native language, but i am an English educated and
now I am in abroad, English now is my primary form of communication. I
can collect evidence and provide a written submission however im
afraid that though proof are provided, they might still conduct a test
to prove my English proficiency. I have a friend who submitted a
written submission back 2001 and in 2006 her papers were processed.
Though she submitted language proficiency proof on a written
submission, she was still requested to undergo an oral, listening and
written test. She told me that if you may have taken IELTS, she may
not have gone thru such. I don’t mind taking IELTS but when i submit
it now will they again request one for me given they are ready to
process my papers? Second, is it true that if you take IELTS, you will
no longer take the test that embassy conducts?

1. CHC does not assess language ability during interviews.
2. If you are not an English native speaker, all education home work
country is not been in English, CHC will insist that you either take the
IELTS or CELPIP english test.
3. If you submit a written proof of you your language ability it is quite
you will still be required to take a recognized english test, as too many
applicants have had someone else's work submitted as their own.

The only safe way to prove your proficiency in English is to take the IELTS
examination before you submit your application. The visa office does not
test your English competence and does not administer language or other
examinations.
