Hello.
I have applied for immigration in the Independent Skilled Worker
category in September 1999 at CHC HongKong. In April 4, 2003, I got
the letter from them that my file now falls under new law hence I need
to re-submit new application form along with some other document
within six months. I lost hope and then did not take any action since
then. They also said, if I do not apply within six months (deadline
early October), my application may be eligible for refusal.
With the new passmark (67) already implemented and amendment of law to
let old law applicants' file be processed under old law, what should
be my next course of action, please advise. My IELTS score is 6.5 (7,
7, 6.5, 6).

There is no amendment allowing pre-2002 application to be processed under
old law. Where did you hear such information? There is so far only a
proposal made by Minister, nothing more. It may be adopted or may not, we
need to wait and see.
I can't tell you what should be your next move without full assessment of
your case, including copy of your CAIPS file with processing officer's
notes. The only known fact is that with your IELTS score you will get 12
points for English proficiency.

If he can provide the new forms prior to the deadline, October 2003,
will he take advantage of the low pass mark 67?

Only if he can reach 67 points and conclusively prove all his claims.
Again - without knowing details of the case any advice would be just an
irresponsible speculation.
