Hi Folks,
I will be travelling to India soon and will not get my PR card in time. My
return date will be beyond Dec 31st.
The question is should i risk travelling now without PR card?
(I have no other choice but to travel now!)
What is the procedure for obtaining the travel permit required to travel after
Dec 31st. from the Delhi consulate? Can it be applied for via mail? What
documents are required? Can I apply in other consulates like the one in
Chennai?
The Delhi High commision website has very little info. and they fail to reply
to e-mails. Calling them from here is also a failure - get busy signal or get
cut off after a few rings.
Has any one obtained a Travel permit from Delhi? How long does it take to get
an appointment and how does one set up an appointment. Also, can this travel
permit be obtained prior to Dec 31st.?
Appreciate any info. in this matter.

Call up the CIC, and, they would advice you.

At this stage they are not entertaining any enquiries on this issue.
If you are still in Canada, I would strongly sugesst that you visit the CIC office.

Given the mess that things are in at many visa offices, I would most
definitely not travel unless the trip is mandatory.

It surprises me how something as simple as a PR card takes months to
process, while Canadian passports can be issued in a few weeks.
If the system is in a mess, then CIC should really look hard at
postponing the Dec 31 deadline for mandatory use of the PR card on
commercial transportation for a 3-6 month period to allow the system
to catch up. Like the US authorities have done with the machine
readable passport rule on the visa-waiver scheme.
