Can spousal inland application be changed to outside application....

I sponsored my wife in the end of August 2003 as a spousal inland
application. As of oct 27th, the CIC processing times are 184 days for
such applications. This means that we might hear something from them
around Feb-March 2004. This is an incredibly long wait. Is there any
way i can cancel/change my application for sponsorship from Vegreville
to Mississauga where the processing times for first stage i believe is
42 days?

Is there any way to send in a new application to Mississauga if my
wife goes back home? What happens to the fees already submitted?

Any suggestion/advice in this regard would be really helpful.

No, you cannot change it. You may withdraw the application and submit a new
one though. But it won't help you a lot - 42 days you are referring to are
only for approval of application to be a sponsor, nothing else. Once you are
approved as a sponsor a PR application process starts abroad and may take
anywhere from 6 to 12+ months anyway.
