Can I apply for PR being in Canada?

One of my friends told me that you can apply for permanent residence
only being outside Canada and that your application will be rejected
if you already work in Canada. I have failed so far to find
confirmation of this statement. Should I conclude that my friend did
not know exactly what he was talking about or is it really true that
you should apply for PR before starting a job in Canada?

You may apply for PR visa at any time, as long as you qualify. But
application must be submitted to proper visa post outside Canada:

http://www.cic.gc.ca/english/offices/apply-where.html
