Questions on timing of I-130 and I-485

If someone marries in US on visa waiver and then files for AOS, does the
I-130 have to be "approved" before the I-485 is even looked at?  I know
that the 2 things can be filed concurrently but is there a delay in any
processing until the I-130 is approved?  Also, what about the EAD and
AP--are they granted only after approval of the I-130?  My understanding
is that I-130 has to be sent to a service center and not to a local
office.  Am I correct in this assumption?  Thanks for your help!
