I-485 was denied because of supposed missed appointment to do
fingerprints - never got a noticed to do 2nd set of fingerprints. Filed
motion to reopen in Sep. Waiting for results of that.
I-130 is approved but on notice sent to my husband it says "Because the
person for whom you are petitioning is not eligible to adjust, we have
sent the approved petition to the Department of State National Visa
Center."
Now, NVC sent Affidavit of Support(I-864) processing fee bill for $70
and Choice of Agent and Address form.
If my I-485 was approved would (approved) I-130 normally go to NVC or
is this not the normal way? Should I proceed with all the paperwork
that NVC is sending us?

This is nothing to do with your I-485.
If the I-130 has gone to the NVC, it is because they are beginning the
Immigrant Visa process for you. If you choose to follow this path, you
will need to return to your home country and interview for the visa and
re-enter the US as a Permanent Resident.
