Green card never received.  Where to file I-90?

My wife's AOS was approved at our interview in Boston in February.  She was
a K-1 and we were expecting the 2 year card.  But here it is 7 months later
and still no card.  We called the 800 misinformation line a couple of weeks
ago and they said they would submit a query about it.  Today, we got a reply
that said basically, "we approved your case and sent you an approval notice
but it appears you did not receive it.  If you want a replacement approval
notice, you can file form I-824".  No mention of the green card.  So I guess
they were confused.  No surprise there.

I searched a little on this forum and it appears that it may be worthwhile
filing an I-90.  But I'm wondering where we should file the I-90.  According
to the instructions for the I-90, we should send it to "the USCIS Service
Center/National Benefits Center (NBC) that processed your previously filed
I-90 application".  But there was no previously filed I-90.

Should we send it to the Vermont Service Center?  Or NBC?  Or should we make
an Infopass appointment and take it with us to the Boston office?  Anyone
have any experience with this?

If I were in your shoes, I would make an InfoPass appointment
and find out what's going on before I would file for anything else.
You might not need it, and you could save yourself the filing fee.
But that's just me!

Actually, there is no filing fee for "green card never received".  So I
figured it would be easier to send in the form than both of us taking time
off from work to go to an Infopass appointment.  But who knows, maybe that
would be the best way to do it anyway.

My wife and I find ourselves in a similiar situation.

We were interviewed in NYC on 2 June for her AOS (she was also a K1).
They had never scheduled her to be fingerprinted, so obviously she
could not get her passport stamped.  The DAO implied that everything
else with our case was fine, and made a fingerprinting appointment for
that very day.  We went, and she got fingerprinted successfully.

4 months went by with nary a peep from CIS...

We had an InfoPass appointment yesterday, and the lady we talked to at
the NYC office said that my wife's case was approved by the NYC office
on 30 June.  She said that on that very day they shipped my wife's file
to the MSC, appearantly for production of the Green Card.  She said
that they could do nothing further at the NYC office because the file
had already been shipped to the MSC.  She suggested we write a letter
to the MSC to ask why, over 3 months after approval, my wife still has
not received her card.

When I check for status online, the last update I see is from March,
when they sent the interview letter.  It shows the case was "touched"
on 11 July, however.

Assuming the lady at the NYC office was giving correct information...
does anyone know what kind of black hole we've fallen into this time?
Is there a backlog in card production?  Or is there some additional
step between approval and production of the card?  Our case has been in
the works since Oct of 2002!

We made an Infopass appointment for next week at the Boston office to ask
about it.  I'll post what happens.

If they did manufacture the card and mailed it but it was returned to
the CIS for some reason, it would be sent to the PONDS Unit at the
Service Center where the card was manufactured. Most of the PONDS Units
(at the various service centers) will keep the card for 6 months. If it
is not claimed within those 6 months, it is destroyed.

If the approval happened in February, then lets assume they manufactured
it, mailed it, and it was returned to them when....? My guess is that if
it was sent to a PONDS Unit, there is probably a pretty good chance it
has not yet been destroyed.

If you have an attorney working for you on your case, ask the attorney
to contact his AILA Liaison (if the attorney does not have the proper
contact information for the service center to do that herself) and have
the liaison contact their person at the Service Center and ask them to
go check in the PONDS Unit.

We don't have an attorney.  But we made an Infopass appointment at the
Boston office for next week.  We'll take a filled out I-90 with us just in
case.

I guess it's possible that they mailed the card and it got returned for some
reason.   But I sort of think it's unlikely.  Because:

1. We haven't moved.
2. The online status hasn't changed to show the approval.
3. We never got a "Welcome to the USA" letter or any other approval notice.

So I'm thinking that someone just forgot to push a button somewhere after
the approval.

Well, I guess I was right!  We had our Infopass appointment this morning.
They told us that the ajudicator did not update the system with our approval
when it happened, so the green card was never ordered.  They did it today.
They said the card is now "queued" and should arrive in a couple of weeks.
We'll see.

As you can see from a thread I posted, the same thing happened with my
case not being "updated"!  Did you get your greencard?

Hi Lucy,

My wife received her green card about a week after the Infopass
appointment.   I wonder if not updating the system upon approval is a
common problem in Boston?  Do you remember the name of the adjudicator
when you had your interview?  The one we had struck me as being a little
inexperienced.

I read your other thread.  Glad to see you got your welcome letter.  I
bet
your card will arrive in the next week or so.

I don't remember her name, but she was a youngish woman with shoulder-
length dark hair.  Seemed competent enough at the time!  But who know?
I got an e-mail yesterday saying my card had been created.  Thanks for
the well wishes.  It's nice to have it (almost) be over.

The USCIS has posted this announcement regarding where to file the I-90
if you never received the card.

Mr. Udall ...  I'm assuming that the receipt of the I-90 by the Service
Center would tell the PONDS unit that someone is looking for the card.

I think people also assume that the submission of an AR-11 will cause
their new address information to filter throughout the levels of the
CIS, but that is not the case. I can't say for certainty whether your
assumption is incorrect, but I assume there is a high probability that
it is. If I were trying to track down a missing card, I would not hang
my hopes on that assumption and instead I’d contact the PONDS Unit
myself to make sure that search is conducted.
