Don't believe there have been any arrivals in the last month or two. You might want to try looking at www.visajourney.com. I believe that might have a running status report on various POEs. However, since JFK was one of the very few that did, if you are intent on working when you first arrive you will have to go through that POE and at least try to get it by asking for it at secondary.
