What's you ultimate goal?  What are your statuses now?  Please
provide details.

If one of you needs to become an immigrant then an I-130 needs to be filed.
If both of you are already immigrants or US citizens then it is not needed
anymore.

I am a f1 student and he is an american citizen.  I am the one that is
apply for residency.

In that case, then yes.  Among other things, an I-130 will be one of the
things in your AOS package.

Out of curiosity.... are the couple *require* to file the I-130 even if
the F-1 doesn't expire for quite some time?  For example, if the F-1 is
good for a year, must they file if they intend to leave before the F-1
has expired?

This is along the lines of having to notify USCIS of certain changes (eg
address!) while in the country on any visa.

I-130 (Petition for immediate relative)
I-485 (Adjustment of status)
I-864 (Affidavit of support)
I-131 (Advance of parole) if you want to leave the country while AOS is
pending..
I-765 (Employment authorization Document), you might need to work!
All the supporting documentation.
