Visit in VWP; while I-130 in process

I filed for i-130 for my wife. She is a UK citizen. In the mean time,
can she visit USA?
Is it legal? Will her visit  impact 1-130 file?

Yes, she can visit the USA.  Yes, it's legal.  No, it won't impact
the I-130.

She will have to bring proof of her ties to the UK, to demonstrate to
the POE officer that she does not intend to immigrate on this trip.
Having an I-130 in process is not proof of that.
