N400 and 2009 taxes question

Hello Everyone:

I am a GC holder and eligible apply under the 5 yr rule. My wife (USC)
and I have an instalment agreement with IRS for tax years 2007 and
2008 and are paying on it regularly.

For 2009 taxes (due to file Apr.15, 2010), we may need to file an
extension with IRS till Oct.15, 2010. If I apply for my N400 now, and
if I get an interview before Oct.15, 2010, will the fact that we have
filed an extension affect my Citizenship application negatively in any
way?

Also, we live in San Jose, CA. I will be sending in the N400 to
Phoeniz, AZ office of USCIS, does anyone know what the processing
timeline is for this office? If I apply in early February 2010,
realistically in how many months can I expect the entire process to be
completed (grant of citizenship)?

As long as you have an agreement with IRS, it should be ok.

Why?
You have to live in the state or district where you apply for the 3 months
before applying.
