Is income outside U.S taxable for U.S Citizens and G.C holders?

I have heard there are U.S companies who have moved their business outside
U.S to avoid taxes. With that in mind, I was wondering if G.C holders and
U.S citizens have to pay taxes on income outside U.S

Yes, US citizens and permanent residents have to file tax returns no
matter where in the world one resides. Whether or not money is owed
depends on specific circumstances

Yes.  US citizens (and green card holders) are subject to US taxation
on their worldwide income, even if they do not live in the US and even
if their income is generated outside the US from non-US sources.
