Father does not have birth certificate - need to sponsor him for GC

Hello,

I am expecting to become a U.S citizen soon and will be sponsoring my father
to join me in U.S. We all are Pakistani citizens but my father in law was
born in India and no longer has the Indian birth certificate. Given the
political relations between Pakistan and India, it is almost impossible and
probably dangerous for him to go to India and find the right authority to
issue him another birth certificate. He probably has no ties in India either
to prove even to Indian Government that he was born in India.

What can I do to overcome this requirement?
