The University of Idaho has less than 1% black enrollment. That's
because nobody in his right mind, let alone a black person in his right
mind, wants to spend four years in Idaho. So black applications are few.
Nobody claims the University of Idaho is discrminatory.
Wbite enrollment at Howard is about 1%. That's because most white
students don't want to spend time at a unviersity where their race is
outnumbered 100 to 1. So white applications are few. Nobody claims that
Howard is discriminatory.
