ACS have changed the Skills Assessment Guidelines which will take affect

A quick question about the IELTS. Does my dad (69), who is coming as a
dependant, need to do the English Test? If so, it is a bummer, as he is
dyslexic, can write but no one can read what he writes and CANNOT spell
