Can someone direct me to where I can find more information on the process of a US citizen sponsoring her siblings for immigration? Also, a few questions are: 1) How long does it take currently? (the siblings are >21 and married)

I know it's been harder than ever changing status from B2 to F1, but according to the immigration site, it's still possible. Does anyone have more information on that? Did anyone ever try that after those new laws? Thanks in advance
