Does the B1 regulation allow individuals whose visas had expired but
whose I-94 forms remained valid to re-enter the U.S. without obtaining
a new visa?

If a US citizen filed both I-130 and I-485 at the same time
for the parents who are in US legally as valid B1 (visitor) visa,
what happens if the parent I-94 expires before a decision is made?
