I arrived on my K-1, got married, haven't yet sent off my AOS package

My friend needs to know what does it mean when you receive a welcome
notice from USCIS regarding adjustment of status. Does it mean that she

When they approved the application the officer confirmed that PR would
be unconditional, but the welcome letter, which arrived today, says
conditional. Married February 2004, approved June 27th 2006. Married for
over two years (feels like 5 ;)).

We sent in an I-90 in May to have a correction made on my wife's card.
So far we have heard nothing.
Do they send a NOA for the I-90?
