I've seen in a couple of threads people posting that the new USCIS fees become effective on July 31, and this is NOT CORRECT. The new (increased) USCIS fees apply if you file ON or AFTER Monday, July 30, 2007.

I have a question. How long does it take (on average) to receive the NOA and the Biometrics notice after the check has cleared? I sent my application on July 2. It was received on July 6 (per USPS). The check was cashed on July 18th.
