My husband is waiting for his green card pending security clearances after AOS. He has an EAD. Would anyone know that if he wants to apply for a graduate program in a school here in US, would he be categorized as local or international

My 2 cents. There will be an insane number of cases filed before the fees go up July 30. Also, there will be an unprecedented number of employment- based (EB) AOS cases filed this month because of the EB Visa Bulletin fiasco of July 2007 as USCIS and DOS changed their mind again ...
